Shop & Establishment License
The first registration every commercial premises needs.
The Shop and Establishment licence, taken under your state's Shops and Establishment Act, is usually the very first registration a restaurant applies for — before a table is even laid.
What this licence covers
The Act governs the basics of running a commercial establishment: working hours, holidays, rest intervals, and conditions of employment for staff. Registering under it is what formally puts your restaurant on record as a legitimate place of business in the eyes of the state labour department.
It applies uniformly — a compact food truck and a full-service, multi-floor restaurant both need it, though the specific compliance obligations (staff registers, leave records, display of the certificate) scale with the size of the establishment.
Because banks, GST authorities and several other licensing bodies often ask for this certificate as supporting proof, it tends to be a prerequisite that unblocks the rest of your paperwork rather than a standalone formality.
Who needs it
Every commercial establishment — restaurants, food trucks, retail shops and offices — operating within a state's jurisdiction.
Documents typically required
- PAN card and identity proof of the proprietor / partners / directors
- Proof of business premises (rent agreement or ownership document)
- Details of employees, including their number and category of work
- Passport-size photographs of the proprietor
- Certificate of incorporation, for companies or LLPs
