This is a civic licence rather than a food-specific one: it applies to shops, offices and eateries alike, and it's the municipal corporation's way of confirming that a commercial premises is fit to operate in that location.
For a restaurant, the process usually pulls in more than one department — the Health Department leads on hygiene and waste disposal, but sign-off often needs an advisory nod from allied departments such as the Fire Brigade, depending on the size and nature of the outlet.
